Card notes: Propaganda
Propaganda is a {2}{U} enchantment: creatures can't attack you unless their controller pays {2} for each creature they control attacking you. The payment happens in the declare attackers step as each attacker is declared, and is an additional cost rather than an ability. A creature that can't attack you can still attack a planeswalker you control unless an effect says otherwise. Multiple Propagandas make the cost cumulative. It is legal in Commander, has 21 printings, and appears in 755,857 of 5,163,180 EDHREC decks it could fit.
